THIS SCREW IS COVERED WITH A CAP OR WELCH PLUG FROM THE FACTORY.Rotate the motor while watching the intake valve open and close. Go to the T mark on the flywheel. This is TDC on the compression stroke. Adjust the intake valve to .13mm and the exhaust to .18mm (these settings work best for your motor).
